Do 20 players online always need 4 GB of RAM?

Not always. A light vanilla server with few loaded chunks handles it fine. With an economy, minigames and heavy farms, 4 GB can fall short.

Does max-players in server.properties set the real capacity?

No. That value only limits connections. Real capacity depends on hardware and optimization. Setting it to 100 with 2 GB of RAM just creates lag.

Do mods use more resources than plugins?
