Yes. WorldEdit handles the area selection that WorldGuard uses to create the region. Install both together, in a version compatible with your server. How do I protect only the spawn? Select the spawn area with the WorldEdit wand, create a region called spawn and set the build flag to deny for everyone who is not a member. That way nobody can build or break blocks there. Can I disable pvp in an area? Yes. Set the pvp flag to deny on the region you want. It is useful for safe zones, shops and event areas without combat.
